    Description: Require annual elections by government workers for a labor union to be authorized to represent them. Require labor unions to file annual reports including financial information with the state. Make the reports public records available to the public. Impose additional requirements on elections for employees to authorize a union to represent them. Approved by H Budget May 8, but never reported to the House by the chair.

    Description: Restrict various provisions in a water pollution law. Make it a violation only if an action actually causes water pollution. Current law makes it unlawful to be "reasonably certain" that an action would cause pollution. Exclude agricultural storm water and return flows from agriculture irrigation from provisions dealing with a water contaminant source.
