    Description: Expand Medicaid coverage to adults with incomes up to 133 percent of the federal poverty level. Missouri law currently disregards the first 5 percent of income so the actual limit would be 138 percent. Medicaid provides health care coverage for the lower income.

    Description: Expand a provision for St. Louis County water systems to impose a surcharge for infrastructure improvements to include replacement of pipes with lead. Prohibit the Public Service Commission from approving a surcharge unless at least 30 percent of the surcharge costs are used for lead replacement, unless the there are no pipes with lead owned by the corporation.
