Description: Remove a loophole in a provision that is supposed to require a property tax rollback when total assessed value in a governing area rises. The loophole bases the cap on the highest tax rate ever approved, not the current rate. Provide stronger notification requirements in assessments. HA 6 limits the Revenue Dept. to charging 2 cents per driving record for batch requests.
