Intro: In the second week of the special legislative session, the senate committee on economic development heard testimony on a bill concerning the redevelopment of low income areas in St. Louis.

 Ben DeMeyer (DEE-my-er)has more from the State Capitol.

A top official offered dramatic testimony to the Senate committee in support of a provision that would provide tax breaks for a developer buying up large tracts of land in St. Louis city.

The mayor's chief of staff, Jeff Rainford, said over the past 50 years, St. Louis experienced an economic and population decline that rivaled that of a natural disaster.

Description: Our Planning director says the losses that St. Louis suffered financially and otherwise over that five decade period were far worse than what Katrina did to New Orleans, with the exception that St. Louis has not received billions of dollars in aid from the federal government.

Rainford said the provision would be the best thing to happen to St. Louis in the past 30 years.
It is one of several tax-breaks in a broad economic bill that now heads to the full Senate.
