Description: The HCS would repeal the Clean Missouri voter-approved provision creating an independent state demographer to draw legislative districts. Instead, the measure would restore a bi-partisan commission nominated by the two top political parties to draw the districts. The original bill would just Impose a total ban on lobbyist gifts to public officials. Repeal the $5 daily gift limit allowed under the 2018 Clean Missouri ballot issue. The lobbyist provision remains in the HCS.
