Description: Establish a state policy providing different electric utility rates for energy-intensive customers. Require the Energy Division to deliver a report on electric rates. The HCS allows joint rate filings by Ameren and Noranda for special rates. A SS offered in the Senate would allow automatic rate increases without prior Public Service Commission approval for electric companies.
