Description: Authorize St. Louis area counties to put on the ballot a sales tax to help finance the St. Louis zoo. The House added unrelated tax issues including overturning a state Supreme Court decision involving IBM that excluded some computer equipment from a sales tax exemption for manufacturing property and requiring a two year before resubmitting county sales tax.
