    Description: Prohibit the governor from removing an appointment to the Board of Education not yet confirmed by the Senate, with exceptions. Require new board members be sworn in at an Education Board meeting. Repeal power that a governor's nomination to the board immediately takes office if the legislature is not in session for the nominee to be confirmed by the Senate. Provide that a quorum of the eight-member board is composed of five members confirmed by the Senate.
