The HCS contains a number of other unrelated provisions involving tax credits and land banks.     Description: Expand a law prohibiting government contracts from requiring union membership by workers hired by the firm awarded the contract. Currently the ban applies to a contract involving more than 50% of state funds. This would expand the ban to a contract involving any public funds.
