Repeal a restriction that a lawyer can serve as a municipal judge for no more than five municipalities.

    Description: Effectively extent the ban on texting while driving to adults. The bill would replace the ban on minors to a law covering all drivers that driving while using devices such as cell phone, PDA, laptop or GPS that diverts attention is a violation of the requirement to exercise care while driving.

    Description: Restrict when a judge must instruct a jury about lesser included offenses in a criminal case. Restrict judicial review of a conviction on the basis that the defense did not request lesser included offenses instructions. Relates to Keith Meiners v. Mo. in which the state Supreme Court rejected overturning a murder conviction because the defendant's attorney did not request the judge for instructions on a lessor-included offense possibility (manslaughter rather than 2nd degree murder).
