It requires uniformity in state and local sales tax exemptions and processes and establishes provisions for governing taxes imposed on out-of-state sellers. Various tax rate changes. Lower taxes on business income. Reduce the sales tax, but cover electronic purchases. Impose a sales tax on food. HA 2 provides a cost-of-living annual adjustment to the state income tax rate.
