The measure would allow the Noranda aluminum plant and Ameren energy to negotiate a cheaper energy rate. However, Ameren would be able to raise  other rates with less oversight from the Missouri Public Service Commission.

Noranda consumed about ten percent of Ameren's energy output before it closed.

Opponents said Ameren must be strictly regulated to ensure affordable energy for Missourians.
