RunTime:  0:38

Wrap: The Village of Uplands Park could fall under county government if a ballot issue passes during the county's special election.

Carmen Roberts, a trustee of the village, says the municipality is self-manageable.

Actuality:  ROBERTS.WAV
Run Time:  00:09
Description: "It is a very stable, even though it is strictly residential, community that can be maintained. It simply needs to watch more carefully who they [residents] put in office."

Residents started the petition in July because they say the village’s government is corrupt and isn’t providing adequate services like a police force or emergency services.

St. Louis County Police currently patrol the village.

Wrap: The future of the Village of Uplands Park rests on a ballot issue in St. Louis County's special election.

If the issue passes, Uplands Park would unincorporate and governance would transfer to the county.

Carmen Roberts, a trustee with the village, says residents should vote against dissolving the municipality.

Proponents of the dissolution say consolidation is necessary since many small communities cannot provide important services.

Uplands Park is already patrolled by county police.

Wrap: The Village of Uplands Park may be under St. Louis County governance in 2014.

If the ballot issue passes during the special election, the village would unincorporated and public services of the area would be turned over to the county.

Carmen Roberts, a trustee of the village, says Uplands park could be self-managed if an experienced leader was elected.

Actuality:  ROBERTS.WAV
Run Time:  00:11
Description: "They [voters] simply need to put someone on there [village government] who has the experience. People who have worked for them in the past instead of picking and choosing people that they like personally. It's not a personality contest."

Supporters of the dissolution say most small municipalities cannot afford necessary public services.
