Description: "This is a time when we need to be creating jobs. It will actually have something to show for investment and the infrastructure of our universities, and so I think it will be a very positive, something that the legislature can do."

But Republican Rep. Mark Parkinson of St. Charles says Missouri would fall into debt if the proposal passes.

Wrap: Certain Republican Representatives says this bill makes it is an excellent time to invest in Missouri's bond issue, but Republican Rep. Mark Parkinson of St. Charles says this is the wrong approach.

Parkinson says the proposal would put Missouri into more debt. He says the government needs to save money and use cash as funding instead.

Run Time:  00:06
Description: "HJR 14 just allows the people to open up another credit card for the state of Missouri and to incur more debt."

But Republican Rep. Margo McNeil of Florissant says that this bill would only help create jobs across the state with the help of low interest rates and the state's AAA bond rating.
