I, Charles Faasen, DSN 3206, St. Louis County Police Department, knowing that false statements on this form are punishable by law, state that the facts contained herein are true.  I have probable cause to believe that on September 19, 2011, in St. Louis County, Steven Webb, Black, Male, DOB 11/08/1975, 6'04”, 265lbs, committed one or more criminal offense(s). 

Count: 01	STEALING OVER $500 BY DECEIT - CLASS C FELONY

The facts supporting this belief are as follows:  

1:  On 9/19/2011 the defendant solicited a donation of $3,000 from Community Loans of America.
2:  The defendant made a representation that the donation would be used to sponsor a reception held by the Missouri Legislative Black Caucus in Washington, D.C.
3:  The defendant deposited the funds into a bank account he established with the name of Missouri Black Caucus.
4:  The defendant then transferred the funds into his personal bank account.
5:  the defendant then used the funds for personal use.
