Proposition E will put health care exchanges on the November ballot

Date: September 26, 2012

State Capitol Bureau

Intro:
Health care will be back on Missouri ballots in November.
RunTime:  0:46
OutCue:  SOC

Wrap: Proposition E would ban Governor Jay Nixon or any state agency from setting up a health insurance exchange through an executive order.

A health insurance exchange is a web-based marketplace for consumers to compare insurance plans. The exchanges are a central part of the federal health care law passed in 2009.

Tea Party groups oppose the federal law. Ron Staggs, the head of a Tea Party group in Monroe County, says the ballot measure is a way to delay the implmentation of the law.

Actuality:  STAGGS.WAV
Run Time:  00:09
Description: "By blocking the governor and the Insurance Commission without a vote from the Legislature, ObamaCare can be effectively blocked in the state of Missouri."

If Missouri doesn't set up an insurance exchange by 2014, the federal government will impose its own exchange.

From the state Capitol, I'm Wes Duplantier.

A health insurance exchange is a web-based marketplace for consumers to compare insurance plans. Federal law requires there to be an exchange in every state by 2014. Federal authorities can even set up an exchange without a state's permission.

Some Republicans in Missouri have criticized health insurance exchanges but not all are opposed. State Representative Chris Molendorp, a Republican from Belton, said Missouri should not wait for federal action.

Actuality:  MOLENDORP.WAV
Run Time:  00:11
Description: "We have, I think, a very legitimate reason to set up our own unique exchange tailored to the complexities of the Missouri health care and the Missouri insurance market."

Missouri's voters will cast ballots about another part of federal health care reform in November.

Wrap: Proposition E would ban Governor Jay Nixon or any state agency from setting up a health insurance exchange by executive order.

A health insurance exchange is a web-based marketplace for consumers to compare insurance plans. Supporters of the ballot measure say it will delay the creation of the exchanges.

But Susan Talve, the president of Missouri Health Care For All, says the measure is pointless because federal law requires there to be a functioning exchange in all states by 2014.

Actuality:  TALVE.WAV
Run Time:  00:14
Description: "Prop E is really just an attempt to continue to use health care reform for political gain because there's really going to be no practical effect because health reform, the Affordable Care Act, is the law of the land."
