Intro:
The Missouri House passed a bill that would contractually allow biological parents to contact their children after adoption.
RunTime:  0:42
OutCue:  SOC

Wrap: Under the passed proposal, biological parents and adoptive parents could voluntarily make a “post adoption contract agreement.” It would allow visits after the adoption between the biological parents and the children.

Columbia Democratic Representative Chris Kelly says the agreement is voluntary and can help adoption increase.

Actuality:  KELLY2.WAV
Run Time:  00:11
Description: "All you doing is helping people get over that hump, where even though they know they cannot take care of their child, that letting go is so hard some times."

Opponents  say it would set up a conflict between biological parents and the adoptive parents.

The perfected bill needs one more vote before moving to the Senate.

Wrap: Under the passed proposal, biological parents could sign a “post adoption contract agreement” with the adoptive parents. This would allow them to have future contact with their children after the adoption.

St. Louis County Democratic Representative Rory Ellinger says this measure is a bad idea.

Actuality:  ELLING-1.WAV
Run Time:  00:10
Description: "You are setting up a never-never world, and hoping that the foster parents, so usually middle class, upper class, and the poor mother, that they are gonna getting alone."

Columbia Democratic Representative Chris Kelly says he supports the bill. He says it is totally voluntarily to sign an agreement, and nobody has to do anything under the bill.

The perfected bill needs one more vote before moving to the Senate.
