The State appointed a three-member board in 1998 to take over the school district if the current one was ineffective.
The St. Louis board of education argued to the Missouri Supreme Court that voters should have the right to choose their own school officials.
The Supreme Court Communications Counsel Beth Riggert says the process is just beginning.
