But the Democratic critics say Pratt intentionally shut off the debate.
The measure faces a roll-call vote on Thursday before it is sent to the Senate.

Intro: House Speaker Pro Tem called an end to a debate concerning an anti-tax proposal without letting Democrats offer amendments. Suvro Banerji (SUE-vro BAN-er-gee) has more from the State Capitol.
Not a single amendment was allowed by the House Republican leadership over a proposed constitutional amendment that would prohibit judges from imposing tax increases.
Speaker Pro Tem Bryan Pratt said as much as he appreciates debates, he did not see any recognition on the floor.
