A Cole County Circuit judge heard arguements in St. Louis City's lawsuit to allow early, provisional voting.

Travis Thompson has the story:

RunTime:
OutCue: SOC

Lawyers for both sides argued before Cole County Judge Richard Callahan.

At issue...a Missouri law allowing early voting. But the legislature did NOT provide funding for an early-voting system.

Secretary of State Matt Blunt argues the legislature intended only that plans be development, NOT implemented.

St. Louis City mayor Francis Slay disagrees. He tried a system to let St. Louisans vote days before the actual November election.

Callahan gave no indication as to when he would issue a decision.
