NOTES

The legislature-passed figures include changes made during the budget special session that provided increases for education, higher education, mental health, health and social services above what the legislature had approved during the regular session.
The 2003 appropriation is what the legislature approved and the governor signed. It does not reflect subsequent budget withholdings by the governor.
ALL FUNDS includes state taxes, federal funds, gambling revenue, ear-marked taxes and fees.
GENERAL REVENUE covers only those funds which the legislature is free to appropriate as it wishes. Some agencies (such as the departments of Transportation, Conservation and Insurance) receive little or no General Revenue. These agencies are funded totally or almost totally from ear-marked taxes and fees.
For Higher Education, the total funds revenue does not include outside funds the universities raise from fees, federal funds, tuition, etc.
A significant portion of the Revenue Department's budget is money to pay tax refunds.
A significant portion of the Office of Administration's budget is money to pay employee benefits for state workers in various departments.
The governor's budget plan includes more than $700 in tax increases. The legislative plan requires $150 in additional revenue.
The legislature shifted from the Social Services Department budget to the Mental Health Department budget Medicaid funds for mental health services. In order to provide an equal comparison, those funds were shifted to the Mental Health Department from FY 2003 ($195.2 million) and from the governor's recommendation ($203.2 million).
