Governor Holden pledges 31 million dollars in state funds for a life science building in Kansas city, without knmowing where the money will come from.
Budget director Linda Luebbering said although the governor has made a committment to release 1.7 million dollars this year he has not committed to how or when the building will be funded.

Luebering said the money may come from the fiscal year 2003 general revenue, tobacco securitization funds, or some type of bonding prevision.
