Lowering the age for organ donors is a way to save lives, according to Columbia Representative Chuck Graham.
He's trying to increase the pool of prospective donors.
Graham says fifteen is an apropriate age to allow someone to register to be a donar.
Last year, Graham's bill received House approval, but died in the Senate.
