Gov. Holden's recent statewide promotion trips prompted criticism from some Republicans.
Yet Holden spokesman Jerry Natchtigal says the trips are necessary to sell the governor's ideas to the public.
The governor used the state plane to visit St. Louis, St. Joseph, and Kansas City.
The travel expenses came from Holden's own office budget.
Holden's Rainy Day proposal is under fire.
The governor recently took a trip to St. Louis, St. Joseph, and Kansas City to promote his plan.
However, Republican Caucus leader Blaine Luetkemeyer says the trips don't fool anyone.
Holden wants to use the Rainy Day fund to shore up programs for children and the mentally ill.
