St. Louis Congressman Lacy Clay's resdistricting plan meets criticism in the state capitol.

Clay submitted HIS ideal proposal for Congressional redistricting.

His plan takes a large number of black voters away from House Minority Leader Dick Gephardt's district.

That could hurt Gephardt's chances for reelection.

St. Louis Senator John Scott says he won't support a redistricting plan that endangers Gephardt's seat in the House.

Contents: Senator John Scott says that he wants to make sure that Gephardt's seat is protected and will not pass a bill that could jeopardize Gephardt.

Scott and other lawmakers have to approve a redistricting plan by mid-May.
