Legislators debate sepatation of powers

A debate concerning the legislature's power over administrative rules slowed down progress of the economic development bill.

Jennifer Sheffield explains in Jefferson City.

St. Louis County Senator John Schneider wants legislative control over administrative agencies such as the health or public safety departments.

Schneider supports measures that allow the house and senate to vote on agency rules.

But, a recent state Supreme Court decision found similar legislation violated the separation of powers.

Schneider maintains it is not unconstitutional.
