Heroin and methamphetamine abusers should suffer the same penalties according to a top Missouri prosecutor.

Rich Callahan, the Missouri Prosecutors Association Director, says laws targeting methamphetamines need certain provisions.
One of these, is that penalties for methamphetamine and heroin violations should be the same.
Also, laws need to separate punishments for selling and producing the drug.
Callahan says why production should have a stricter penalty.
Callahan says meetings like Monday's Methamphetamine Summit are only helpful if there is actual follow up.I'm Jennifer Sheffield in Jefferson City.
