In the growing wave of investigations about Bill Clinton's illegal campaign fundraising, Missouri's Democratic headquarters steps up efforts to teach candidates some ethics.

When the Governor wants to call a campaign supporter, he leaves the Capitol, keeping fundraising and his political duties completely seperate.
This is because elected officials can not use government equiptment or space to fundraise, according to federal law.

State Democratic headquarters has started training camps for candidates and elected officials teaching them the do's and don'ts of fundraising.
