It's back to the drawing boards for the administration's efforts to keep down highway speeds. Phill Brooks has the story from Jefferson City:

After a five-hour filibuster, the Senate finally gave in to demands by Western Missouri Senator Harold Caskey that one road in his area of the state be exempt from the lower speeds.

But not everyone was happy that a deal had to be cut to get Caskey to shut up.

Among the most obviously angered was southeeast Missouri Senator Jerry Howard who tried to question the bill's sponsor on the deal:

Even with the deal, this legislative speed-fight is far from other.

Now, the House has to take up the Senate compromise.
