State Auditor Margaret Kelly kicked off her campaign last week in controversy -- by using state resources to book the location of her campaign rally.

She also gave her word that she'd unveil her plan to cut taxes by a half-billion-dollars.

Governor Carnahan's campaign manager, Roy Temple says he thinks he knows why the plan hasn't been released.

"I think it's indicative of the fact that uh ya know it's easy to say you're going to do that. It's much harder to actually prepare a credible plan that outlines how you plan to do it."

But Kelly's campaign manager.. Weldon Tuck.. says the candidate will spell out her plan this Thursday and Friday.
