Phelps Comming Back

After a 15 year absence, Full-time Phelps is back in Missouri politics. Phill Brooks has the story from Jefferson City:

If you don't remember, full-time is the nickname Bill Phelps used in his campaign for lieutenant governor -- more than two decades ago.

15 years ago, he left Missouri to become an insurance executive in Houston, Texas.

Now, Phelps is considering a race for the western Missouri Congressional seat held by Ike Skelton.

Phelps rejected Democratic charges he'd just be a carpet bagger:
